Dragon's Breath and Drunken Poet are the strongest PvE Mystic Arts in Where Winds Meet: all seven PvE builds we cover run both. Flute of the Tides follows in six. For PvP, Serene Breeze is in the picks of all eight martial paths. We rank by how many published builds actually use each art, not by feel; the tables below show the count for every one.
Last checked: October 25, 2026, for Version 2.3. The build picks come from the sources our build guides compare: three guide sites, MetaBattle and players' videos, most dated July to September 2026 (Version 2.2). The changes Version 2.3 made to Mystic Arts are in their own section. How to unlock each art is checked against two sources where we could; where only one source gives it, the table says so.
How this tier list works
Each of our build guides lists the Mystic Arts its sources run. We counted, for every art, how many martial paths have at least one source that picks it:
- PvE: seven paths. Picks a source marks as PvE count, and so do lists that are not split by mode, such as MetaBattle's.
- PvP: eight paths, including the PvP-only Silkbind - Jade build. Only picks a source marks as PvP count, not the extras one guide suggests "depending on the opponent".
- Tiers: S is in six or more paths, A in four or five, B in two or three, C in one.
So the tiers show what builds agree on, which is why they differ from tier lists that rate how a skill feels. The build tier list ranks the paths themselves.
PvE Mystic Arts tier list
| Tier | Mystic Art | Paths that run it | What it does |
|---|---|---|---|
| S | Dragon's Breath | 7 of 7 | Drink, then breathe fire in two hits that ignite the target; 15% less damage taken while you cast |
| S | Drunken Poet | 7 of 7 | While Intoxicated, strike up to five times, each strike costing Vitality |
| S | Flute of the Tides | 6 of 7 (all but Mo Blade) | Notes fall on an area, then the flute follows you and keeps hitting enemies nearby |
| A | Ghost Bind | 5 of 7 | Holds up to six enemies in place and breaks their Vital Points; no effect on strong enemies or players |
| A | Soaring Spin | 4 of 7 | A thrust and a spinning follow-up that also cuts the target's healing |
| A | Dragon Head | 4 of 7 | Knocks back enemies in range, with Super Armor and 15% damage reduction |
| A | Cloud Steps | 4 of 7 | Leap up and stomp on an enemy's shoulders; good against cavalry |
| A | Wolflike Frenzy | 4 of 7 | A knockdown, a flurry of strikes and an upward finisher |
| A | Free Morph | 4 of 7 | A launching kick, a string of mid-air kicks and an area slam |
| B | Talon Strike | 3 of 7 | Breaks defense, then three quick hits |
| B | Golden Body | 2 of 7 | A shield that also restores Qi, with damage reduction while it holds |
| B | Flaming Meteor | 2 of 7 | Charge, leap, throw a burning spear and crash down, with Super Armor |
| B | Blinding Mist | 2 of 7 | Poison mist that leaves enemies blind and unable to fight for 5 seconds |
| B | Guardian Palm | 2 of 7 | An area slam that turns into a stronger palm strike from 3 to 5 m up |
| B | Leaping Toad | 2 of 7 | Knock back, lunge, and a third cast that slams an area |
| B | Ghostly Steps | 2 of 7 | Cheaper ground dodges and a little more untargetable time |
| C | Lion's Roar | 1 of 7 | Strike a bell, then a roar that hits 14 times around you |
| C | Yaksha Rush | 1 of 7 | A lunge that breaks defense and knocks the target upward |
| C | Meridian Touch | 1 of 7 | A chance to hold the target in place and break Vital Points |
The effects are short versions of the in-game descriptions as guide sites quote them. Which path runs what:
- Dual Blades (Bamboocut - Wind): Dragon's Breath, Drunken Poet, Dragon Head and Flute of the Tides; MetaBattle adds Ghost Bind, Wolflike Frenzy, Free Morph and Flaming Meteor.
- Healer (Silkbind - Deluge): Dragon's Breath, Drunken Poet, Flute of the Tides, Cloud Steps, Golden Body and Soaring Spin, with MetaBattle's control set.
- Mo Blade (Stonesplit - Might): Dragon's Breath, Drunken Poet, Cloud Steps and Golden Body, with Guardian Palm as a swap.
- Nameless Sword (Bellstrike - Splendor): Dragon's Breath is in all four of its sources; Drunken Poet and Soaring Spin in three.
- Stonesplit - Strength: Flute of the Tides, Leaping Toad, Dragon Head, Dragon's Breath and Drunken Poet.
- Strategic Sword (Bellstrike - Umbra): Flute of the Tides, Dragon's Breath, Drunken Poet and Dragon Head, with Soaring Spin or Cloud Steps as swaps.
- Umbrella and Rope Dart (Bamboocut - Dust): Flute of the Tides, Dragon's Breath, Drunken Poet, Cloud Steps and Guardian Palm.
Why Dragon's Breath and Drunken Poet go together. Both work from the Intoxicated state. The build guides cast Dragon's Breath first to set the target burning, then Drunken Poet to cash it in. Since Version 2.0, Dragon's Breath has a Dark Scorch branch, and at Tier 3 Drunken Poet explodes harder on a target carrying your own Dark Scorch.
PvP Mystic Arts tier list
| Tier | Mystic Art | Paths that pick it | Why PvP players take it |
|---|---|---|---|
| S | Serene Breeze | 8 of 8 | Recover quickly when hit, even while controlled, and slow the Endurance recovery of anyone you hit |
| A | Wolflike Frenzy | 4 of 8 | Burst with Super Armor |
| B | Talon Strike | 3 of 8 | Breaks the guard of opponents who defend or deflect |
| B | Cloud Steps | 3 of 8 | Closes or opens distance; easy to punish if you always open with it |
| B | Soaring Spin | 3 of 8 | Closes the gap and cuts the target's healing |
| B | Leaping Toad | 3 of 8 | Chases and cancels combos |
| B | Free Morph | 2 of 8 | A long single-target combo |
| B | Meridian Touch | 2 of 8 | Chokes the opponent's Qi recovery |
| C | Dragon's Breath, Drunken Poet | 1 of 8 | Burst after a catch (Nameless Sword) |
| C | Guardian Palm, Ghostly Steps | 1 of 8 | Pull runners back, or get away when your tools are down (Dual Blades) |
| C | Dragon Head | 1 of 8 | Stonesplit - Strength's third pick |
| C | Lion's Roar | 1 of 8 | Large fights such as Guild Wars (Umbrella and Rope Dart) |
Serene Breeze is the one pick every PvP source agrees on; several call it essential. In the Arena, Version 2.0 made it give brief Super Armor instead of Tenacity and control immunity, and the October 16 fixes made it usable in the Arena again after a bug. Our Bamboocut - Wind PvP and Bellstrike - Splendor PvP guides explain when to use each pick.
What two other tier lists say
Two published tier lists rate the arts by how they play, and they disagree with each other:
- A games media site's list (March 6, 2026): S for Flaming Meteor, Lion's Roar, Guardian Palm, Yaksha Rush and Free Morph; A for Celestial Seize, Tai Chi, Meridian Touch, Talon Strike and Wolflike Frenzy. It puts movement arts such as Fan Glider and Wind Rider in C.
- A cloud gaming service's ranking (December 19, 2025): S for Ghost Bind, Drunken Poet and Dragon's Breath; A+ for Talon Strike and Golden Body; A for Guardian Palm.
Neither list, as published, includes Flute of the Tides, which six of the seven PvE builds run, and the March list has no row for Dragon's Breath or Drunken Poet, the two arts every PvE build uses. That is the reason we count the builds instead of adding a third opinion.
What Version 2.3 changed
The official balance notice of October 14, 2026 changed six Mystic Arts for Version 2.3 (October 15):
- Talon Strike: when it breaks a defense, you now have Super Armor for the rest of the animation.
- Yaksha Rush: breaking a defense now gives Super Armor instead of Tenacity.
- Blinding Mist: costs 30 less Vitality, the base version's cooldown drops from 45 to 30 seconds, and Tier III raises the Touch of Death damage bonus from 20% to 30%.
- Drunken Poet: at Tier V, landing the last hit gives back 4 more Vitality.
- Bursting Nine: more damage when all arrows hit one target (270% instead of 200% in total).
- Cloud Steps: lands a little faster, without changing when you can cancel it.
The same notice merges Single-Target and Area Mystic Skill DMG Boost on new Tier 100 helmets and chestpieces into one All Mystic Skill DMG Boost, and fixes two Leaping Toad bugs. None of the build sources above has been updated for 2.3 yet, so the counts are from Version 2.2. Talon Strike and Blinding Mist are the two most likely to climb. Our 2.3 patch notes cover the rest of the update.
